This report examines the issues affecting the retention of engineering resources in ESB International (ESB1).
There are two broad objectives of the plan, expansion of the generation portfolio (including associated trading capabilities) and the establishment of the company as the centre of engineering for the whole of the ESB group.
To achieve this plan, highly skilled engineering resources must be available at the right time (the lead-in time to projects is typically 2 years, and up to 5 years). Despite the economic downturn, these skills are not readily available in the open market and so must be developed within ESB1. The cost to do so is significant and therefore, ensuring an adequate return on investment requires a strong understanding of the retention issues faced by the company. This understanding will lead to the development of retention strategy, (with supporting processes and policies).
