Abstract

We have devised an MPEG-7 based scheme for reducing the bit rate and PSNR fluctuations between shots in the H264 video coding standard. Our scheme, initially determines hard cuts and fades, it then determines adaptive GOPs inside shots and calculates the GOP rate and the initial quantisation step sizes per GOP. It finally applies binary search for achieving the target rates of every initial I frame in GOPs belonging to hard cut intervals and it also enhances the rate shaping for achieving target rates of frames in the fade intervals.
